This year’s Forum was dedicated to “Police Operations” which stems from the doctrinal regulations, yet it also results from the NATO MP COE Lessons Learned initiatives and practical experience from the field. The aim of the ATLLF is to promulgate continued interoperability amongst NATO Forces, more particularly within the MP community, throughout capturing best practices and lessons learned. In order to acquire the settled goal, 18 representatives from 10 NATO and PfP Nations (AUT, CAN, CZE, DEU, HRV, LAT, NDL, POL, SPA, and US) and 4 multinational organisations (European Gendarmerie Forces, Joint Analysis and Lessons Learned Centre, Eurocorps HQ, Polish Armed Forces Doctrine and Training Centre) were convened at the Forum to deliberate on how current doctrine, pertaining to Police Operations, reflect factual activities conducted by NATO MPs while being involved in “peacetime, Article 5 and Non-Article 5 Operations”.

A set of discussions was preceded by several presentations delivered by distinguished guest speakers who added considerable benefits to the gathering by briefing the attendees on the following topics:

• NATO  MP COE LL Branch initiatives, explanation of the rules, objectives as well as expectations from the Forum;
• Drafting and categorizing observations, Introduction to NATO LL Process;
• Military Police Lessons Learned Portal as a sharing platform for MP LL Community of Interest (practical use);
• National presentation on experience with MP Ops;
• LL Process in the Polish Armed Forces;
• Doctrinal Appreciation (Current NATO Doctrine on Military Police Operations) and Canadian MP experience with MP Operations;
• NATO Doctrine – if they are reflective of today’s reality (AJP 3.2.3.3 and ATP 3.7.2);
• MP Vision – where the MP want to focus their efforts with respect to Police Operations;
• Analysis of all Group Discussion Outcomes and extracting key observations/Lessons Identified to be used for the report.

The conduct of deliberations moderated by LTC SZCZYPIŃSKI (NATO MP COE) altogether with MAJ LOSIER contributed to compiling key observations that subsequently allowed the participants to highlight useful recommendations for the AJP 3.2.3.3 revision and to provide other possible inputs into MP-related doctrinal documents. It is significant to add that AJP 3.2.3.3 is currently undergoing the update process that is carried out by the Writing Team whose Leader - LTC THIEL (DEU) was also present amongst the respective ATLLF participants.
Having been familiarized with broad perspective on Police Operations-related activities provided by the above-mentioned lecturers, the audience proceeded with the debate which was divided into three thematic group discussions: NATO Doctrine – if they reflect today’s reality; Technology that is being used to support or replace MP in Police Operations; MP Vision - where the MP want to focus their efforts with respect to Police Operations.
At the end of the ATLLF, the NATO MP COE Director thanked all the participants and members of the NATO MP COE responsible for organisation of the event for their fruitful and substantial commitment to the final achievement of the set objectives.
