Lessons Learned Communities of Interest

What is a Lessons Learned Community of Interest?
A Lessons Learned (LL) Community of Interest (COI) is a specific website on the NATO Lessons Learned Portal (NLLP) designed to facilitate the sharing of Lessons Learned related information and the interaction of the NLLP members with a common interest on a specific subject within a specific area of expertise.

What are the Terms of Reference for the Lessons Learned Community of Interest Areas?
The creation and administration of Lessons Learned Community of Interest Areas is regulated by the "Procedure to access the NATO Lessons Learned Portal", dated 05 February 2019, available in the NLLP Library.

What is the procedure to request the creation of a new LLCOI Area?
The LLCOI Area can be created based on a real need identified by one or several organizations. One of them will necessarily act as the Sponsoring Organization for the LLCOI Area and should submit the Application Form to the JALLC. Prior coordination between the nominated LL COI Administrator and the JALLC is encouraged before actually sending the "Application Form".

What could a LL COI Area offer and who can access it?
The LLCOI Area could provide, inter alia: access to a dedicated Library where Lessons Learned related information can be published by the Administrator; documents search functionality; a place to announce latest COI released news/events; links to other websites; other optional elements aimed to fit the specific COI needs. The LLCOI Area or part(s) of it can be made accessible to all NLLP Users or only to those authorized by the Administrator (i.e. COI Members), in accordance with the COI internal regulations.

Who is responsible for LLCOI Area administration?
The Sponsoring Organization is responsible for the overall content and administration of the LLCOI Area. For that purpose, a LLCOI Administrator is nominated through the Application Form. The nominated Administrator can be afterwards changed by the respective Sponsoring Organization, in which case the latter should inform the JALLC in order to assign the required rights to the new Administrator.

Who is responsible for training the LLCOI Administrator?

If training of a CoI Administrator is required, the sponsoring organization is responsible for this training.

How much time does it take to create a LLCOI Area?
The required time to develop, create and publish the LLCOI Area on the NLLP depends on the timely coordination between the nominated Administrator and the JALLC and varies from weeks to months.

What if the LLCOI Area becomes obsolete?
In case that the LLCOI Area becomes obsolete, the Sponsoring Organization should contact the JALLC to request it is archived. After archiving, its content will no longer be visible on NLLP, but the COI can still be reactivated should it become necessary.

Point of Contact (POC)
For further information related to LLCOI Areas hosted on the NLLP, please contact the JALLC at nllp@jallc.nato.int
